GP seeking relief on the running of central hospitals

The Gauteng Provincial Government has resolved to engage the national government on the running of four central hospitals located in the province. These hospitals are: Charlotte Maxeke, Steve Biko, Baragwanath and George Mukhari are the responsibility of national government. These hospitals account for R1.4 billion of the R4.9 billion accruals by the provincial Department of Health.

The provincial government took this decision because, over the years, it has spent much of its budget subsidising central hospitals instead of strengthening primary healthcare, which is a backbone of quality healthcare in the province.  The central hospitals must deal with complicated procedures through referrals.

 “We are requesting the national government to take over the running of these four hospitals because they service the whole nation. However, the province will continue carrying the administration and operation function as delegated,” said Premier David Makhura.

Since 2006/07 fiscal year, contributions to the conditional grant by the national government has steadily declined.

“R115 million was incurred as a payment of medico-legal claims. This amount was not budgeted for and has compromised payments of other key non-negotiable items within the central hospitals,” added Premier Makhura.

Gauteng remains committed to overhauling the provincial healthcare system and addressing issues of access to quality healthcare.

“It is time for the country to move towards universal health coverage where all citizens will receive quality healthcare, regardless of economic classification,” said Premier Makhura.

The National Health Insurance (NHI) will be run as a non-profit public entity. The fund is designed to provide access to quality and affordable personal healthcare services to all citizens based on their health needs, irrespective of their socio-economic status.
